Executive Chairman

Anthony Principi

Anthony J. Principi's executive experience and familiarity with health care service and benefit programs make him uniquely qualified to lead QTC's future initiatives. He was QTC's former president of Medical Services, and left only after being appointed by President George W. Bush to serve as the fourth Secretary of Veterans Affairs - the nation's second largest government program with a $64 billion budget and 230,000 employees. Mr. Principi is a combat-decorated veteran, having graduated from the United States Naval Academy in Annapolis, MD. He first saw active duty aboard the destroyer, USS Joseph P. Kennedy, and later commanded a River Patrol Unit in Vietnam's Mekong Delta. Mr. Principi earned his Juris Doctor degree from Seton Hall University and then transitioned to the United States Navy's Judge Advocate General Corps. He has worked on several national policy issues, and has since maintained various federal-level government positions including: Counsel to the Chairman on the Senate Armed Services Committee; Republican Chief Counsel and Staff Director of both the Senate Committee on Veterans Affairs and the Senate Committee on Armed Services; Deputy Secretary of Veterans Affairs during the administration of President George H.W. Bush; and, most recently, Chairman of the Defense Base Closure and Realignment Commission. Mr. Principi also chaired the Federal Quality Institute, and the Commission on Servicemembers and Veterans Transition Assistance. He later served the private sector as a partner in the San Diego, CA, law firm of Luce, Forward, Hamilton & Scrips; and Senior Vice President of Lockheed Martin IMS.

Brion Applegate

Brion Applegate cofounded Spectrum Equity Investors in 1993 with Bill Collatos and serves as Founder, Senior Managing Director. Prior to forming Spectrum, he began his career in the private equity industry in 1979 with TA Associates. Prior investments of note include PriCellular, American Cellular, HO Systems, CBD Media, Illuminet, and Tut Systems. Mr. Applegate holds an M.B.A. from Harvard Business School and received his bachelor's degree from Colgate University. He is also a member of the Board of Directors of CBD Media LLC, Nassau Broadcasting Partners L.P., and QTC Management, Inc.

D. McDonald Armstrong

Mac Armstrong is a Principal at Spectrum Equity Investors. Joining the firm in 2000, he has been involved with Spectrum's investments in Apprise Media, Arrowhead Group, CBD Media, Loews Cineplex Entertainment, Nassau Broadcasting Partners, Network Telephone, Paytrust and QTC Management, Inc. He currently serves as Director for Arrowhead General Insurance Agency, Inc.; Apprise Media LLC; Nassau Broadcasting Partners, L.P.; and QTC Management, Inc. Previously, Mr. Armstrong was Manager of Business Development at NONSTOP Solutions, a Supply Chain Management software company, where he focused on strategic and corporate development. He was also a financial analyst in the Media and Communications and Technology groups of BT Alex. Brown, where he worked on mergers and acquisitions and both public and private equity offerings. He holds a bachelors degree in History from Princeton University.

Stephen M. LeSieur

Steve LeSieur is a Vice President at Spectrum Equity Investors where he focuses on buyout investments in the media, information and business services (including healthcare and financial services) industries. He currently serves as a Director of Arrowhead General Insurance Agency, Inc. and QTC Management, Inc. Previously, Mr. LeSieur was an associate at Trident Capital, a private equity firm focused on information and business services. Prior to Trident, he was an analyst in the Media and Communications group at Thomas Weisel Partners, where he worked on a number of mergers and acquisitions in both public and private equity financings. He began his career at The Beacon Group, a private equity firm acquired by JP Morgan Chase in 1999. Mr. LeSieur holds a bachelors degree in Economics from Princeton University and an M.B.A. from the Tuck School of Business at Dartmouth College.


Chief Executive Officer

Marjie Shahani, M.D.

Marjie Shahani, M.D., is widely recognized as one of the nation's thought leaders in efficiently implementing federal disability programs. She is also an expert in delivering world-class customer service, as evidenced by the glowing client and examinee reviews she constantly receives. During her more than 15 years at QTC, Dr. Shahani has developed innovative team organization and training programs that enable QTC to meet clients' exacting quality standards and high performance expectations. She has managed several public sector businesses at QTC, adding efficiency to large-scale, multi-state operations. She also has spearheaded QTC's private sector business, providing disability evaluation services to the workers' compensation and long- and short-term disability industries. Dr. Shahani holds a Bachelor of Science degree in Zoology and a Doctor of Medicine degree from the University of the East in the Philippines.
