QTC's Chief Medical Officer Honored by U.S. Congress

Diamond Bar, CA - July 8, 2004 - The United States Congress today recognized Dr. Lay Khin Kay, chief medical officer for QTC Medical Services, Inc., for her 23 years of dedicated leadership and service to the disability evaluation industry.

During remarks on the floor of the U.S. House of Representatives, Congressman Henry Brown (R-SC), Chairman of the Subcommittee on Benefits, Committee of Veterans' Affairs, praised Dr. Kay for "dedicating the past 23 years of her career to the development of medical claims technology."

"Dr. Kay co-founded QTC Medical Services to develop a rating driven disability evaluation protocol, and worked to educate thousands of evaluating physicians," Brown elaborated. "As technology progressed, Dr. Kay continued to develop new techniques" to address the structural problems associated with the adjudication of disability claims and distribution of disability-based benefit funds.

"I am humbled and honored by Congressman Brown's remarks on the Floor of the U.S. House of Representatives," Dr. Kay said. "When I started working in the medical evaluation industry as a physician, I saw a disconnect in medical evidence development. The medical evidence collected by a typical treating physician rarely met the expectation of the rating requirements set by each disability-based program," she said. "I recognized that this created delays in adjudication for the claimants, appealed cases were increasing and taxpayers were spending more than was necessary."
