New Executive Team to Lead QTC's Future Initiatives

Diamond Bar, CA - February 24, 2006 - QTC announced, today, the appointment of new Chief Executive Officer, Arthur Zeile, and Chief Operating Officer, Joel Daly. Mr. Zeile and Daly will work together to achieve QTC's aggressive goals of technological advancement, growth, and industry leadership.

Mr. Zeile and Daly have worked closely together for more than 15 years, and have been known for building high performance teams in dynamic industries. Prior to QTC, Mr. Zeile and Daly co-founded InFlow, a firm providing IT outsourcing services to enterprise customers through a series of 14 Internet datacenters nationwide; as well as LINK-VTC, the second largest videoconferencing service company in the world.

Both executives have served in the US Air Force. Mr. Zeile held was a satellite communications engineer and Executive officer within the Milstar Satellite program office. Mr. Daly served as the Chief of Scheduling and Lead Cost Estimator for the Milstar Satellite program.
