Joseph (Joe) O’Brien is the Vice President of Operations for QTC.   Mr. O’Brien is responsible for executing and managing QTC’s operational strategies. One of his primary roles is to oversee (as the program manager) QTC’s newly acquired contract with the Reserve Health Readiness Program, including operations, contract execution and performance as well as customer communications and relations.

Mr. O’Brien has more than 35 years of program development and management experience in Health and Human Services.  After coming to QTC in 2002, Joe spent more than 18 years serving our nation’s veterans in both business operations and program management.  Joe worked closely with QTC’s executive team overseeing the VA Medical Disability Examination programs as these contracted services experienced significant growth for ten years.  In addition, Joe served as QTC’s customer representative to the Department of Veterans Affairs, Congressional Offices, and National Veteran Service Organizations.

In 2021, Joe began a new role as program manager on the Reserve Health Readiness Program, which supports the force readiness of our Nation’s Military, Guard and Reserve components.  His responsibilities encompass contract start-up, ongoing operations, contract management and customer communications and engagement.

Joe earned a Bachelor of Science in Education from Slippery Rock University and a Masters of Business Administration from Eastern University.  His Eastern University peers and faculty selected Joe as the recipient of the Harold C. Howard Servant-Leader Award for inspiring others, encouraging teamwork and striving for program improvement.
