Joe O’Brien is QTC’s Director of Program Management.  Joe joined QTC in July of 2002 as the Operations Manager for their Philadelphia Office. Due to Joe’s leadership, the operations in Philadelphia saw dramatic improvements in timeliness and productivity, as well as overall customer service to veterans.  Joe oversaw the expansion of the Philadelphia office as operations continued to grow with continued gains in overall quality, timeliness and customer service objectives. In July 2005, he was promoted to Associate Director of Operations for all East Coast operations. Under Joe’s leadership, QTC’s services to the Veterans Administration (VA) continued to expand to include the establishment of the Benefits Delivery at Discharge (BDD) program and Integrated Disability Evaluation System (IDES) which serves wounded warriors transitioning out of military service.  Joe was promoted to Director of Operations in March of 2008 where he oversaw all Veteran Services Operations teams spread to more than four administrative office locations across the United States.  Joe transitioned into his current position in November 2009.

As Director of Program Management, Joe is responsible for the overall implementation of QTC’s contract with the Department of Veterans Affairs, Veterans Benefits Administration. Joe is the primary contact for VA’s Contracting Office and for the Compensation and Pension Services, contract oversight team located in Washington D.C.  Joe actively communicates with program stakeholders such as the National Veteran Service Organizations, Congressional Offices, Department of Defense Office of Personnel, and most importantly U.S. veterans.  Joe works closely with all stakeholders as well as QTC’s operations teams to develop strategies and technological solutions that realize continued increases in process efficiency, examination quality and veteran satisfaction.

Joe is a senior level executive with more than 28 years of health and human services leadership experience serving individuals with disabilities and he has successfully overseen and managed the implementation of contracts at the federal, state and local levels. Joe earned his Bachelor of Science Degree in Education from Slippery Rock University and also holds a Master’s of Business Administration from the Eastern University.
